NATURE OF WORK

The primary purpose of this position is to design and conduct health services research studies in support of policy analysis and to develop materials for public reporting under the guidance of the Chief of Cost and Quality Analysis. The Division uses a variety of data sources to inform policy analysis, including insurance claims and enrollment data, federal survey data on health care utilization and insurance coverage (MEPS, CPS), federal claims data (HCUP), and health workforce surveys. Major responsibilities of the position include: designing protocols for data analysis, planning and conducting analysis file creation and data analyses; selecting and performing statistical analyses; preparing written and graphic interpretations of analytical findings; and assisting in the development and review of analytical reports. The position requires: strong quantitative data analysis skills, including knowledge of descriptive and inferential statistics and regression modeling; familiarity with health claim data and its use in cost and utilization analyses; an understanding of the market for health care and the trends in utilization, payment, and insurance practices; the ability to communicate effectively both orally and in writing, especially with regard to analytical study design and the interpretation of analytical findings; and experience presenting statistical information to non-technical audiences.

MINIMUM QUALIFICATIONS/REQUIREMENTS:  A Bachelor’s degree and three years of experience analyzing and evaluating utilization of health care services. A Master’s degree in Public Health, Economics, or a closely related field, may be substituted for two years of the required experience. The applicant must have expertise in at least one database, business intelligence, or statistical software, and must be willing learn other software. Excellent oral and written communication skills are required. Experience conducting research on large health care databases is preferred. The applicant must have familiarity with the Affordable Care Act and the potential uses of All Payer Claims Databases.

SALARY:      $48,920 to $78,507 (Grade 18) with Full State Benefits

The Maryland Health Care Commission, an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public, is seeking a Health Policy Analyst. Responsibilities of this position include: conducting Certificate of Need reviews of projects proposing the development of new or expanded services in acute care hospitals, ambulatory surgical facilities, and other types of health facilities; preparing analyses of health services utilization and financing data; developing State Health Plan chapters on acute hospital and ambulatory surgical services; and, preparing staff reports and policy analysis papers with recommendations for consideration by the Commission. The position requires strong quantitative analysis, writing, and oral presentation skills and ability to work as a member of a multidisciplinary team.

NATURE OF WORKThe Maryland Health Care Commission (Commission) is an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost and quality of health care services to policymakers, purchasers, providers and the public.  The Commission is seeking to fill a Health Policy Analyst Advanced (HPA-A) position within its Center for Health Information Technology and Innovative Care Delivery (Center).  The Center is responsible for advancing the Commission’s health information technology (health IT) and innovative care delivery initiatives through a collaborative approach with the health care community.  The Center is responsible for planning, implementing and harmonizing statewide health information exchange efforts; identifying challenges and formulating solution and best practices for the diffusion of health IT; and coordinating program that promote practice transformation and innovative care delivery models.

The HPAs-A provide a wide range of duties in the development and implementation of policies, programs and activities in support of the Center goals.  Key responsibilities for position include: 

  • Preparing, editing, and modifying Center documents, such as policy/legislative reports, procedure guides/manuals, presentations, and briefs;
  • Assisting with research, development and completion of multiple special projects, in a timely manner, in support of requests from regulatory agencies, contracted agencies, or other external organizations; including timeline development and maintenance, and coordinating activities;
  • Completing projects in a timely manner, including timeline development and maintenance, and coordinating activities and data collection;
  • Serving as staff to workgroups facilitated by the Center;
  • Reviewing policy reports, federal and state laws, industry publications, and other related information to stay current on health IT activities nationally; and
  • Participating in health care related events throughout the State and making presentations to stakeholders. 

Additional responsibilities of the HPA-A in Data Management include:

  • Creating and maintaining large databases and reporting tools for monitoring, tracking and trending of quality initiatives, health IT certification efforts, and regulatory mandates;
  • Analyzing qualitative and quantitative data to determine trends and opportunities to inform Center programs and goals; and
  • Developing charts, graphs, maps and other visual representation of data findings

Position requires applicant to have a strong interest in analysis and policy with its application in health IT.  Ideal candidate must have the following skills, knowledge, and abilities:

  • The ability to work with moderate supervision, both independently and as a member of a multidisciplinary team in a fast-paced environment; 
  • Excellent writing capabilities and the ability to present complex information concisely to a variety of audiences with attention to detail and accuracy;
  • Demonstrated ability to meet established deadlines and work in a deadline driven Center;
  • Ability to maintain attendance to support required quality and quantity of work;
  • Excellent verbal and written communication skills;
  • Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers; and
  • Proficient with Microsoft Office and have advance knowledge in Excel and Access. 

Ideal candidates for the HPA-A Data Management must also have the following skills, knowledge, and abilities:

  • Ability to manage various sources of information and large data sets, including strong analytical skills, familiarity with complex dataset, and the ability to collect, organize, and disseminate significant amounts of information with attention to detail and accuracy;
  • Experience in data management, including data preparation techniques, filtering data, reviewing programs to locate and correct code problems, interpreting data, and identifying, analyzing and interpreting trends or patters in complex data sets;
  • Three plus years of dedicated SAS programming experience.

  • Assisting in the development of policies and draft regulations in coordination with stakeholders.

MHCC Division Chief I
Assistant Chief, Data Base & Applications Development

NATURE OF WORK: The MHCC collects very large health care claims, hospital discharge data and other health care data for analyses of cost and quality assessment for its work in implementing health care reform and regulatory functions. The MHCC is seeking to hire a senior programmer/software developer to assist with software application development, data analysis, and web-based data reporting tools. The successful applicant will responsible for leading software and reporting development activities under the supervision of the Chief, Data Base Application and Development at MHCC. The successful candidate will be experienced using statistical software to manipulate large databases as well as developing tools for web-based data reporting and data discovery. The successful applicant will provide consulting support to MHCC staff as needed on data processing, reporting and management. Health Care data processing experience is preferred. Experience with quality measure development and reporting and web-based dashboards is a plus.

PRIMARY DUTIES:

  1. Collaborate with clients and/or other members of the team to meet programming needs.
  2. Work with other IT staff to design database systems and programs which includes file structures, validation checks, statistical methods, and security.
  3. Monitor, analyze, and verify data to ensure data integrity.
  4. Analyze data requirements and develop databases from specifications
  5. Develop and document analysis programs and web development.
  6. May be required to supervise and review work of other programmers and analysts

MINIMUM QUALIFICATIONS/REQUIREMENTS: Requires a Bachelor’s degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in data base management. At least 4 years experience in designing, developing, testing, implementing and maintaining applications systems and programs. SAS or other data analysis programming development is essential as well as demonstrated ability to do web development. Exceptional ability to work on multiple projects simultaneously, work effectively under changing priorities, and communicate proficiently both verbally and in writing. Applicant should be able to demonstrate ability to focus on details while achieving results according to external time lines.

SALARY:      $65,540 to $104,798
